Tim Bailey Accepts Role of President in the Mountain View Conference
Tuesday morning, April 6, 2021, the Mountain View Conference Executive Committee met to begin the work of selecting the next president, a position left vacant when Mike Hewitt accepted a call to the Kentucky-Tennessee Conference. Dr. Dave Weigley, Columbia Union Conference’s president, chaired the meeting at the Parkersburg (W.Va.) Seventh-day Adventist Church. Thirteen committee members, along with department leaders prayed, discussed, and went through the names that had been submitted by MVC constituents and folks from other conferences. Elder Rick Remmers, Columbia Union Conference Executive Secretary, gave the devotional.
The normal process of selecting a president in the MVC is done at a constituency meeting held every five years but in between this time frame, the MVC constitution and bylaws states that the conference executive committee will make this decision.
When the committee was ready for their final vote, Elder Tim Bailey was chosen to lead the Mountain View Conference. Bailey has been serving at the Pennsylvania Conference as ministerial director and evangelism coordinator, a position held since 2015.
“It feels good to be coming home,” shares Tim Bailey who began his pastoral ministry in Mountain View Conference in 1987 in the Wheeling and Weirton Seventh-day Adventist Church (W.Va.) district. After earning his Master of Divinity at Andrews University (Berrien Springs, Mi.), Bailey pastored the Romney and Franklin (W.Va.) churches and planted a church in Moorefield (W.Va.).
“As I think about Mountain View’s mission statement, I’m excited to see what God is going to do as we work together to grow healthy churches that reflect Christ’s love and compassion in our communities,” shares Bailey. “One of my greatest passions in life is working with people to grow and revitalize God’s churches.”

Victor Zill was born in Boyton Beach, FL. He is the youngest of four children and spent much of his early childhood enjoying the ocean and working with the family mango business. He grew up in a Seventh-day Adventist family and was baptized as a young boy during a Joe Crews evangelism series held at the Hendersonville Seventh-day Adventist Church in North Carolina. Victor attended Georgia-Cumberland Academy and Fletcher Academy where he met his wife Monica. He graduated from Southern Adventist University in 2001, with a Bachelor’s Degree in Business Administration emphasis in Accounting.
The Mountain View Conference offered Victor a job as the accountant in June 2001 to replace Goldie Titus who was retiring. In 2004 he was offered the position of treasurer, becoming the youngest conference treasurer in the North American Division at that time.
Victor and his wife Monica have three children; daughter Alaina and twin boys, Anthony and Nathan.
